So Russia is blocking gps signals in Finnmark, the northernmost part of Norway. Buggers wont stop. Planes lose their way and can barely land. Construction have to stop since their positional data stops working. Search and rescue operations can be compromised. At some point someone will die because of this. Are you from a country with a border to these hooligans? Having similar problems? I am curious.

Denying GPS signals to aircraft swings both ways.
If the civilian craft can be disabled then the military craft can be also.
If it's a blast signal they don't even have to know the frequency, just close enough to block it. (which it most likely is)
But this is only part of the equation.
They have to disable the on-board computers.
Maps can be pre-loaded and an estimation of position can be calculated.
An EMP could take out a cruise but any of their equipment would be affected also.

If you mean they have technology that “jams” or “alters” “gps signals” that is FALSE... does not exist. Things that navigate have multiple on multiple redundant systems.
Now if you mean Russia blocks some country from decryption of their GLONASS Russian sat signals... that’s possible. The sats when passing over a certain land mass can be told to “turn off signal”... or scramble signal... I doubt they would turn off Russian sats just in case they wanted to bomb that country.

Third-generation pilot here. If you can't land or even fly your plane without a GPS, you should never have been given a license to begin with. When I was a boy my dad and I flew all over burger and GPS wasn't something private citizens owned. What on earth is wrong with a pilot who encounters serious problems when his GPS stops working?
Side note, I don't remember the exact years (maybe early 2000s?) but I do remember as an older child I began seeing the newer, nicer lines of small single-engine and twins with factory-installed electronic GPS navigation. Those electronic instrument panels on small aircraft always make me feel weird, just like all these Tesla "wifi software updates for systems of your car that can kill you" things.
