You don't land helos on a ship in actual rough seas.
Also that kind of hull is relatively stable in rough seas so you be able to land a helipad easier on it than a more conventional design.
You put the helipad way up high to be clear of splashing against the hull and waves in the moderate seas that hull is stable enough to still operate helos in.

All that said
Its easy to modernized design in a tiny fleet. Most of the USN's hulls are literally from the 70s and 80s and are reaching the end of their lifespans, we're actually starting replacement programs for them right now. Our next generation of cruisers are going to be railgun armed and likely nuclear powered, so gloat about your rough seas hull while you can, your surface combatant's are going to be vintage 1980 designs when we put our first warship in Low Earth Orbit.
