It's not exactly that. I worked with a prosecutor's office in law school, and what happened in the early-10's is that webcam sites and messenger apps became so common that prosecutor's offices got flooded with potential cases. Even a straightforward case requires what can potentially be a lot of work - way, way more if the defendant decides to take it to trial. You literally could not prosecute every case in which someone arguably possessed illicit images. There had to be triage, ie, going after the worst cases, going after cases involving lots and lots of images and videos instead of only a handful, etc. There are literally not anywhere close to enough resources in prosecutor's offices to handle even 1/10th of the potential caseloads from modern online/cellphone services.
Canadian cops set up a honeypot server a few years ago and got something like 8,000 IP hits within just a few hours. They went after a few of them, but nobody can prepare the paperwork to hit 8,000+ physical addresses and handle the evidence and prepare cases unless it's part of a government mega-project.

I'm not sure what the laws are in Australia, but in the US, it revolves around something called the DOST test, which basically says that nonsexual "nudism" is legal, along with medical texts and some other exempt categories (law enforcement exempts itself, obviously), while "lascivious displays" and outright sexual content is illegal. Some cases are obvious, but a prosecutor generally doesn't want to "take a bet" on an edge case and potentially lose or have a conviction overturned on appeal.
