Limit your inquiry to Section 10, which is the dual citizenship section. If your request is too broad, it will be rejected on privacy grounds. PA appointees would probably have been investigated by NBIB, or if they worked for an agency with delegated investigative authority (most LE and USIC), by that agency. So you'd direct your FOIA request there.
