it's from a poster for a real exhibition from the NSDAP in Leipzig about "degenerated art" (entartete Kunst"). And someone shopped it very nicely to "Entartete Memes".
I had the idea of getting the SPD logo and the CDU logo into this. becase of folks like Heiko Maas and Axel Voss (that German CDU guy who ruined the internet for every European).

I doubt that. A small handful may be, but the large majority is simply kept under control with the leftie social pressure that pervades the field. Besides, you of all people should know that le ebin whiz kid hacker is largely a meme. It's mostly bottom feeders preying on the unwary. Yanking a million credit card numbers is not that big of a deal when all is said and done.
Large scale DoS is a bit of a different matter, but I do agree that people in positions where they could cause that sort of disruption by announcing bogus routes or knowing where all the fiber is buried are probably under surveilance and carefully vetted to boot.
