Most of the businesses aren't going anywhere. NYC offers such a large population to sell shit to in a tiny area that there'll always be businesses looking to hock their wares. What may leave are some of the tech companies, but other companies that have physical requirements (like ocean shipping) can only pick from so many physical ports. They would've moved already if they could have.
The tech companies could move to the middle of Greenland tomorrow if they wanted to, but good luck getting people to work there, so they'll be staying near population centers.

Manufacturing is moving either over seas, or to small and medium sized towns dotting highways. Shipping to remote locations, or managing different sectors in multiple places, is easy and cheap now; so the expensive high tax cities are, and will continue, to lose things other than financial and service industry.

HQs will go to the fancier small towns, too.

It's still a work in progress, and will take decades more, but the economic ease of the highly connected and easily traveled world will spread people out rather than,continuously condense them.

It'll be a new culture war, with urbanizes freaking out as they stop growing and "moving to new York" becomes less of a cultural trope.
