Now here's the kicker:

But far more interesting is a bit later in the bill, Section 208: >without regard to [section 503(d) limitations] the Secretary may [transfer] funds to [Operations and Support] as necessary to ensure the detention of aliens prioritized for removal effectively allowing the President to gut other HS as desired to detain and deport illegals. This effectively allows Trump to spend all of HS's money ensuring "detention of aliens prioritized for removal".
But why does that matter?
Because, with the exception of the Parks restrictions, NOWHERE in this bill does Congress prohibit the President from building a "wall", "barrier", "fence", or "fencing"; it simply doesn't explicitly provide funding for it. Simply put, as long as the construction of the wall is reasonably "necessary to ensure the detention of aliens prioritized for removal", and the money stays within HS, Section 208 effectively allows him to construct the wall with HS funding, as it's outside of the scope of 230(a)(1). This bill explicitly lets him do this, even without declaring a state of emergency. If he's able to use even half of the remaining appropriations, that's another ~$3B. a state of emergency would allow him to get up to ~$3-4B more, if successful, for up to $7B plus the $1.3B Rio Grande Fence.
If he plays his hand right, Trump can literally build hundreds of miles of wall this year alone.
