It's a bit more complicated than that. High taxes does give corps and the rich an incentive to leave, but other factors cause them to stay. Over the past decade corps have been moving to red states in greater numbers though.

Anyone who is making profit on the company is paying the taxes however. This includes the workers, and any shareholders. In addition anyone purchasing goods from these companies pays a sales tax. I think a bigger problem is rental property tenants not paying the same taxes as a home owner.
