The issue is the catch-all language in 224(a) used to exclude funds from any source used for deporting sponsors/potential sponsors/household members etc.
On the other hand -- there is NOTHING stopping HHS from re-defining the criteria for who is eligible for a sponsor/potential sponsor. If, say, criminal history is an automatic disqualifier for "sponsorship" status, then NONE of the 224(a) protections apply.
Those "sponsor" criteria are set by the ORR/HHS internally via policy, and all those departments are run by senate-confirmed Trump appointees now. To me, this is the easy way around the 224(a) bullshit - adjust who can be a sponsor or not. Or at the very least narrow the criteria/weight things differently so it becomes easier to reject 'sponsors' for various reasons.

It's an appropriations bill, so the "amnesty" condition only lasts as long as the bill is in effect, and the funding stipulations only apply to funding included in the bill.
The votes in the house were 300 to 128. The Senate vote was 83 to 16. That means it was a veto proof majority.
If Trump vetoed the bill, he'd be overridden and then look weak (lame duck), which would be a negative for him in the REAL battle, the National Emergency legal battle which will be taking place immediately.

The national emergency will be shot down in court, because the law just passed carries more legal weight than the statute that enables Trump to declare emergencies. There was a decision in a case called Youngstown where this was laid out. When a president wants to do something that he is not directly empowered to do in the Constitution (and Trump is, because he is not using his military power, but is instead using the emergency powers statute that Congress passed in 1979), then the court analyzes whether Congress has spoken to that particular issue or not. Here Congress has spoken, and the law they just passed effectively banned the wall, so Trump's executive order will be struck down.
Too much to summarize here, but the point is, Trump's executive order cannot stand as a matter of law. There WILL be a zergrush, and there will be no emergency to stop it.
