I'm playing around with the idea of also having a national military boarding school/orphanage system, for children of deadbeat parents who would otherwise be dependent on welfare. I could very much see humanity reaching a point where fully immersive VR is what a large amount of people do for their entire existence. Wrong. Subsistence is actually a strong game to play. People have trouble transitioning out of it without a strong cultural backbone. People have agency when they're the ones solving the problems, I fear we lose that in an autocracy but it should be up to that culture to manage, so fine.
