Bill didn't neuter ICE, did the opposite. Gave funding for 600 more agents. 1.35 billion for barrier funding. Most of the poison pills were weeded out and the national emergency will find around 8 billion for further wall funding.

The national emergency part is true. That's it. The amnesty claim and others come from a misreading of the language of the bill. In common, everyday language you could interpret the bill to mean amnesty but in legal terms, in light of other bills and such, it means something different and quite harmless.

The bill bans trump from using other aspects of that federal spending bill to build the wall other than the 1.5 billion specifically allocated for wall construction. The National Emergency is outside of this spending bill and thus can be spent on construction, and also anywhere along the border.

But we have 1.5 billion in the spending bill and at least an additional 900 million which can be reallocated from the pentagon fun which can be accessed even without the national emergency act. It's not like the entire wall can be constructed simultaneously. It will take time before additional funds could even be spent.

That's in regards to the money allocated in that spending bill. All of the rest of the money can be spent anywhere. Additionally, the local politician provision is toothless, as the Texas state government can force city and county governments to comply with the federal government, in the same way that they can prevent the existence of sanctuary cities.

1. Yes, the spending bill only limits the use of the allocated funds to construction in the rio grande valley. This is fine, we need a LOT of fence in the rio grande valley, we will not have trouble exhausting that 1.3 billion there. The bill does not and cannot prohibit construction elsewhere using funds not being allocated by that bill.
2. The bill states that the federal government must confer with the local government. It does not say that the local government has veto power over the wall. But more importantly, EVEN IF IT DID, the texas state government can tell the county and city governments to go fuck themselves, and force them to comply with the white house
3. illegal immigrants CANNOT be sponsors, and thus also cannot be potential sponsors. The bill does not say that ICE can't deport anyone who "says they might sponsor a UAC", you have to actually have proof that you could be a valid sponsor, proof that includes: valid residency, valid tenancy, a legal source of income reported to the IRS, and a clean criminal record. Human traffickers lack all of these things, and no illegal immigrant qualifies. Not even most visa workers qualify.
4. is probably the serious point, but also isn't that terrible, as the implied restrictions to ICE given by the other points aren't actually true.
