That’s a joke, right? How is limiting all websites to block user uploads to appear in the EU a good thing. The only uploads permitted to appear in the EU will be those which can be ascertained to not violate copyright upfront, e.g. movie trailers uploaded by Sony Pictures or Disney or Ariana Grande music vids uploaded by her record company... or stock photos which are pre approved.

Platforms are liable for any of their users’ copyright violations unless they preemptively make best efforts to get authorization before the copyright violation has happened. The only way to do this is make certain that whatever is uploaded is not a copyright violation... which again is only possible if you allow only uploads by corporations that can vouch for the rights thry have to their uploads.

It won't truly dissolve until likely halfway or closer to the end of the 20's. It will go through the painful process of losing support and being exposed for corruption until eventually the youth who mock it now become elected into positions of power that can dismantle it. Parts of it will likely be reorganized to form smaller blocs of countries that genuinely want to cooperate together over specific issues (border security, economic shifts, military pacts).
You won't see a sudden breaking article that the EU magically snaps in half; it will be a long and slow movement until someone says "Finally! It's over!"
