For what you want I'd recommend new hampsire (if you can handle the climate) it's the second whitest state in the union, has solid state laws and the rural areas are conservative. Montana/rural Washington or Oregon could also work for you as could the rural parts of tennessee, pennsylvania or georgia. all of those generally have cheap land, lots of whites and are socially conservative.
