I wanted to do that because they are elected. Police Chiefs are appointed. Therein lies the root of authority. It is granted by the voting constituency, and it can be taken away by them too.

Considering you've never met me, its pretty difficult for you to determine how I conduct myself. I'm a rural sheriff deputy in Appalachia. We go more Andy Griffith than Heat, in methods of policing. Considering everything is on body camera, lying on reports only serves to get you fired. I do my best to be honest to people. Sometimes bending it a little can get you the information you need.
Example: show up to serve a warrant. Wife of the warranted person asks why I want to see him. I say I've got a couple questions regarding some unusual traffic in the neighborhood. What I don't say is "geez hes got a warrant and has gotta come to jail right this minute"until I have eyes on the guy. Then I let him know, "hey, you've got open papers, we gotta take a ride into town, get it settled out with a magistrate"

This highly depends on the situation and can not be applied across the board. Each road is different, thus is hard to properly study. A major two lane highway where I live is about 120 miles long and was a major spot for fatality or severe car accidents. Dropping the speed limit down 10mph and putting in ruble strips reduced it from 8 per summer and like 20 a year to maybe 1-3.
