The constitution doesn't explicitly forbid the president from building barriers on the border (in fact, as commander in chief of the military, it is his constitutional duty to protect our country, its borders, and its sovereignty). However, the constitution does explicit forbid the government from infringing on our right to bear arms.

The executive has explicit authority on border control in the constitution. The 2nd amendment explicitly disallows that same authority to the government.

National emergency to suspend the 2nd amendment: 1776.

After the lawsuits are filed, I don't think there is any way that you could argue that banning assault weapons is deemed worthy of an emergency if it does not also include a confiscation aspect.
