Pill testing isnt needed, everyone just going to take the drugs anyway, its part if growing up. That said, the only way to approach this is to ensure the quality of drugs, by legalising and having proper chemists create the drugs. If that is morally bankrupt, then just let things go as they are, and just put in pill testing for shits and giggles
