I believe Rosenstein is being kept around to monitor him, if he was to be fired - then all of the "actors" of the Russian Hoax would be outside the system and it would be more difficult to monitor them, so they keep 1 or 2 actors inside the system, this way Trump and the acting Attorney General Whitaker can keep tabs on Rosenstein, also - Whitaker will be staying on at the DOJ when the new Attorney General takes over shortly.
What I'd love to see Trump do, is bring some TV cameras live into the Oval Office, then bring Whitaker into the Oval Office and then invite Rosenstein into the Oval Office together, and have Whitaker ask Rosenstein questions under the threat of perjury since Whitaker is the top guy at the DOJ, and put Rosenstein on the spot, ask Rosenstein about his conversations with McCabe and Comey back in the day....
