germany had their interest in croatia but the us was supporting keeping yugoslavia together at the start. germans are more to blame, specifically kohl and genscher. they were the ones to pressure france and germany into recognizing croatia. chomsky explains it here

the serbs did by far the most of the crimes and there's no point trying to deny that. the serbs do have a point when they say they were the ones trying to preserve peace in bosnia while the other two parties were hoping to defeat serbs militarily with international support.

The NATO bombing campaign lasted 20 days near the very end of the hostilities (from 1th to 20th of September 1995) and was a response to attacks on the UNPROFOR observation mission.
Before this date the SAO Krajina/RSK (i.e. rebellious Croat Serbs) has already surrendered on 5th of August 1995 after the success of Operation Oluja and Operation Mistral by the HV(Croat Army) in Croatia and HVO(Croat Paramilitary) in Bosnia. At the same time Operation Ljeto 95' and its tie in Operation Sana 95' which started in July of 1995 saw both Corps of the VRS(Bosnian Serb Army) shattered in Krajina, Bijeljina corridor falling within ARBIH(Bosnian Army) artillery range, Milosevic denouncing the RS leaders, etc.

As long as there is no other unifying ideology, nationalism is the only thing that can hold a country together.
Tito could partially hold the thing together through political tactics, after his death the end was inevitable.
