America will become a true two tier caste system with people dropping into homelessness if they're out of work for more than 4 months or if they have an unexpected accident. Public schools will continue to be defunded meaning a new generation of kids will be released without the skills to truly make it in the modern world, Crime will increase as a result.

Think about it like this, if there's one thing that is universally proven to drop fertility rate it's prosperity. When people get educated and comfortable, when they start being able to afford the healthcare to make sure their babies survive into adulthood they start having less babies.
If you really wanted America to be majority white in 30 you'd put all poor black people on universal basic income tomorrow and make sure their kids get into some joke liberal arts university. Well, on a country-wide level, I agree. Sure, though, we can create pockets for ourselves. I like to think on the Swiss model. They have geographic barriers that keep the various pockets safe. They also have guns. I think this is the correct solution.
