Heller and McDonald left a large gap in the law that the court predicted they will need to fill. If there is a case that would do this and win it would come out of Maryland. Licensing and costly training courses could be considered an unreasonable restriction on a fundamental right, which the 2nd amendment is. You could make the argument that it is like polling taxes and reading tests. The State is forcing you to pay to exercise a right you already have and that is enshrined in the Bill of Rights.
