It seems to me a good solution would be to make ever large city similar to Washington D.C. and also make the candidates win by county so each candidate can get points from each state.

Democracy has never worked anywhere, ever. We have a republic because in a republic the rights of minorities are protected. In a democracy the minority has no rights. Penalize states that have non-citizens living inside them. If there are over 10,000 illegal aliens living in a state, then that state loses all of their electoral votes.

The original plan was no vote for POTUS or VP. Each State Congressional district was to vote for a local elector who would meet with other electors to make a decision. No popular vote.
CA, NY, and FL should be split. None of these makes sense as a unitary state. NoCal and SoCal have competing interests as do NYC and Upstate and Miami and the Panhandle.
