Just adding here though, that removing the comment section isn't the solution. And I am pretty sure that this will definitely backfire, if it happens. So, whatever OP is assuming, it's not going to work out. Even the normies love the comment section. If it were to be removed, you would expect major protestings to happen.
A possible solution would be that everyone can register on YouTube, but in order to actually upload videos, one would have to provide an ID registration or other means of verifications that a minor wouldn't be easily able to solve, so that nobody can immediately upload videos after registering on YouTube. This would reduce many of these underage videos, since I am pretty sure most parents don't even know that their young infants are actually uploading this content on YouTube, especially the bikini, yoga and other ones.

Of course. But then again, this would imply that their parents actually control all of their stuff they do on Instagram, Snapchat, etc. which I doubt.
