I'm not sure what the tactic is called in the Talmud. But basically you project a cover story over what's actually important. You label this cover story the same as the truth, in this instance "domestic terrorism". And you try to substitute that cover story as the face of that label. In doing so you reduce the likelihood of the actual happening being called what it rightfully should.
