At the same time, you need an influx of candidates who seem completely sincere about supporting the desires of the migrants, changing the entire policy of the subreddit and they need full support of the migrants.

Teach these fucking smug plebbitors at real lesson in immigration policy. Make sure to do everything you can, pull no punches in attacking the moral character of people complaining about the refugees trying to change the rules of their own subreddit. Don't even play around with it. Be 100% serious in calling these people bigots and "conservative".

People who don't get voted in should start a media themed group to report on the happenings of the simulated democracy. Fill it entirely with heavily biased one sided news, deride every decision the current president makes as being too weak or ineffective.

also, constantly play word games and be sincere in your reframing of terms and narrative. Do everything in your power to ACTUALLY make them feel bad about their decision to cut off refugees to that subreddit or keep their own things.
