In your scenario, child rape is bad because it harms a child. I can agree with that. But telling someone "Hey you can't do this", doesn't actually prevent it (see : children still being raped). And shooting someone after, or locking them in a cage and feeding them until they get old and die, does not un-rape the child.
So if you're serious about your intentions to prevent children being raped, you have a few options available.
1) Arm children with the means to defend themselves from rapists.
2) Keep your children safe yourself through supervision and situational awareness.
3) Somehow engage in mass citizen surveillance, behavioral observations and attempting to predict any and all child-rape.
