By the way, in most countries with "free" post secondary education (such as the USSR, btw) there university entrance exams after you finish high school and if you don't do well on them you either have to go to a vocational school, or go to work immediately.

They're not unless you want to go to school in New York, New England, Chicago or California, or to a private school. Elsewhere, you will get through on 40k or less. In our parents and grandparents time, that would have been less than 6k at most schools.
The reason Tuition has skyrocketed though is because Reagan cut state and federal funds to colleges, decreased grants and allowed for private lenders to offer non negotiable loans.
Colleges took advantage of this in several ways, including expanding their student base by reducing admissions requirements (they knew most of the new students would not graduate, but it gave them a year or two of extra tuition), raising tuition 6-7% or more year over year, expanding NCAA programs for that extra funding, and a host of other decisions that allowed them to essentially become nonprofit in name only.
Ironically, Reagan's decision was a reaction to the Free Speech and Anti war movements on the 60s. I wonder if he or his supporters ever realized that his decision would drive all the students into the open arms of the Socialists he was trying to fight?
