in the us, for some of the states, they get less fluoride in the summer since people drink more water in the summer and were getting too much fluoride.

Keep in mind that concentrations are typically only ~1ppm, meaning one fluoride ion per every million water molecules.

Couple problems.
I. It reviews studies on poor rural Chinese that have previously been ignored by the international medical community. These are ignored for a reason--they're shit research by bad scientists. I can talk all day about how appallingly bad chink science is, but I'm not going to yet.
II. Their entire sampling group of people with "low fluoride exposure" is comprised of "poor people in villages outside modern civilisation" and their controls are "normal people in neighbouring towns". They're measuring IQ. This is what we call an intrinsically stratified population, making it a biased study.
III. Inkeeping with their inherently biased study design, the vast majority of papers in the meta analysis do NOT report the family educational history or income levels of the parents. In other words, shit chink science. Either they're too stupid to include this vastly relevant information, or they're intentionally excluding it because its significance as a covariate for their primary outcomes would immediately drop "fluoride exposure" (which I've already established was a poorly controlled independent variable) off the table.
IV. Your headline is horseshit. A bunch of poor chink studies done by other chinks and conclusively dismissed and ignored by every actually qualified scientist have consistently detected an IQ difference between villagers next to coal mines and city folk. Harvard did NOT do this study. The EPA did NOT endorse it. Nothing in their linked meta analysis (at least the shit chink one) shows any evidence of tumour formation.
