The attack plan for France was entirely Hitler's idea. The general staff wanted to do the Schlieffen Plan again, which France and Britain anticipated. Hitler instead attacked well south of the WW1 route, cutting off huge forces and winning the campaign.
The shitty parts of Barbarossa that cemented German defeat were general staff decisions that Hitler opposed but did not overrule.
