Occasional Cortex is one of 27 Representatives from the State of New York. She has to get 2188 out of 435 House members to agree with her, then she has to convince 51 Senators. And then she has to get the president to sign her legislation.

They are simply these to limit the president (judges can revoke some things after s time period, Congress must approve formal declarations of war)
