Congressmen should have term limits and be paid the average wage in the united states. If they want to increase their wage they will have to do it indirectly by increasing the quality of life for americans.

I have a thought of a solution to this. Whether it is moral or not is debatable. I think people who decided to work for government should be making a sacrifice out of love for their government and people. If you're currently in office (or even after) your assets should be permanently monitored and be effectively stuck at where the average citizen is financially. Funding for campaigns, etc, should likewise be constantly monitored. I think that could solve the issue of money in politics.

I like your plan, but I would change one thing. Instead of average wages, they should be paid the median individual income. That would mean 50% of the country would always make more than them, and they would be officially part of the middle class. If they want a raise, they would need to elevate the middle class. There should also be significant limits on investing. Many congressmen engage in corruption by buying a stake in a company, then passing legislation that will boost that company's value. This is currently legal. It's also how they get around bribes. The people bribing them will entice them to buy into their company so that they will gain wealth through a technically legal means rather than by accepting money directly. When I'm dictator, I will prosecute every public official who engages in this behavior.
