If you use anime to promote positive ideas and concepts, there is nothing wrong with that. As such with paintings, something that holds values to be judged from the viewer to express positive thought, it has no power to turn the viewer into a degenerate. However, used in negative or distasteful values, it can be used to sprawl out a very degenerate mindset for the viewer. This should be a distinction between anime and hentai. While they share the same medium, they are not the same value. So really, when you ask if anime turns people into degenerates, no, anime itself does not. What the content of said anime is about however, is what can be the deciding factor.
Side note about sexual depictions of minors, either sex, shouldn't be held as a positive value. There is the defense they layout about online sexual fantasies, where in genres like rape, they are sexually aroused by such an act, but when they are met with the same situation in real life, they will not act upon it. If the individual would follow through on it, then you do have a problem. If given the offer to act upon it with zero consequences, and they do, you have a problem.
