They can't make a law to circumvent the electoral college. That would require a constitutional amendment.

There's provisions for this. If a state is acting unfaithful toward the constitution, the feds can simply decide that zero votes from that state count, and the overall number of electoral votes needed for a win is reduced. So of Colorado goes ahead with this the winner can do so with 261 or whatever, instead of 270.

There's also the fact that LA county was forced to remove 1.5 million ineligible voters from their voter rolls, and more California counties are under scrutiny.

Democracy means any form of government that gives some or all of the people by some means a legally binding say in the formation or operation of the government. It can be by representation, it can be direct, it can be indirect. But so long as the people have a legally meaningful say you're a democracy.

From history no (see the 2nd US civil war), but legally I believe the states do. I know that Texas claims an exclusive right to do so. Now if the federal government will accept that as lawful is questionable.

Eliminating the electoral college would be way harder to do (if not impossible). Changing the way each state pledge's it's votes fairly simple in the big picture. It's how they would be able to effectively make the electoral college useless without having to get a constitutional amendment approved or some shit.

California did a good thing in having that power given to the people at the state level. But there are always counter arguments regarding mob rule. I don't know of any perfectly balanced system.
