Trudeau snuck a law into an omnibus bill that turns bribery and other crimes into a misdemeanor for certain companies, let them avoid criminal charges for a small fine. The law was meant to let SNC off the hook but I bet it won't end with them. Anyways, the particular crime here was pressuring the AG to prosecute using the new law, which can be applied to crimes retroactively, rather than the law that was broken at the time.
