there was a faction within the Japanese government who wanted to focus on the Soviet Union rather than the Pacific but they were purged. Also the Japanese had border skirmishes against the Soviets at Khalkhin Gol in 1939 and they got the shit kicked out of them because Japan had a serious lack of proper anti-tank weapons. Also the prospect for Japan in invading the Russian far east wasn't great since the Russian far east is mostly a barren wasteland past Vladivostok and it's hard to run logistics in a region where roads are mostly nonexistent. Japan didn't stand to gain much from it compared to the bountiful resources acquired from taking over the Pacific
