The real answer is that 1) their culture is very focused on NOT IMPOSING YOURSELF ON OTHERS. People aren’t going to commit violent crimes against others much in a society where even verbal aggression is taboo.
Social rarely feel the need to hurt or kill because everyone is conditioned to do what they want most of the time or at least look like it. Inferiors actually do feel the need a lot but are taught that they have no right to do anything to each other and especially not their superiors. So most people just shuffle along with the hive and keep their resentment deep inside.
Every once in a while though somebody goes AWOL and that’s where you get Japan’s (rare) serial murder cases where someone runs over or stabs a bunch of people (some of these rare cases involve sexual violence too). What’s interesting is that violence in this part of the world is so taboo that when it does happen it takes the form of a rebellion against society as a whole / Beta Uprising kind of thing. Because as a normal part of social interaction as exists, say in American ghettos and to a lesser extent among the white working class as well just doesn’t exist in Japan.
