After WWII and we nuked them into oblivion, the US spent billions to help rebuild and modernize their countries in exchange for letting them be a launching pad for the US to launch the Korean War. In exchange for rebuilding their country, they allowed us to launch our offensives from their shores to Korea which a mutually beneficial endeavor because in the end if we had just left Japan nuked to shit, Korea would have invaded them instead.
