The EU will brake up either democratically or otherwise, the only way they can slow it down is with a USSR style of authoritarian communism/miliary rule, but even then it's only delaying the inevitable, artifically constructed states are always doomed. See Yugoslavia, and the ongoing decaying social structure in the US.
