Back then they didn't know about the lava tubes. They didn't know there was water in the ground that could be harvested. Hell, they didn't even really know about the H3 - which WILL be the only reason to put any kind of station there (manned or not). The real problem with a manned station is energy. Humans consume energy. A lot of it. Sending humans would require the station be at one of the poles because the rest of the moon only sees the sun for 2 weeks at a time. Without the sun, energy is tough to come by up there.

the real reason is that the moon is actually a more inhabitable place than Mars. Because the moon is tidally locked to Earth, the surface temperatures swing quite literally from below freezing to above boiling. It's super hard to design a base that can survive such wild temperature swings. Mars, even though it's generally colder, offers a much more stable temperature range, allowing easier bases. It's rather easier to make a base on Mars than it is on the moon, which is why Musk is going for Mars.

I remember back in the day when the astronaut standard was being in ubermensch shape. Now all astronauts look like smug little Jews that's never lifted anything heavier than a wad of dollar bills. NASA got lax.

The temperature swings are easily mitigated by putting the base in a lava tube. That also mitigates radiation.
