Now, the deal you're describing via that quote -- from 2 years ago -- was TRADING DACA for the wall funding. Because the wall is underway (remember last sentence?) and is funded via appropriations as well as National Emergency, plus additional shifted funds there is NO reason to trade this for DACA. That's off the table now. It no longer exists.
Pulling quotes from 2 years ago does not change it, no matter how much you wish it weren't so.
