No, digging a hole through compacted dirt by hand and covering it back up takes a lot of effort, but applying that same hard effort to something actually valuable is worth something. For example, a flat boring pain job on a car is not worth much, but a custom paint job where the car has to be stripped to the frame then powder coat painted has more value and is worth more despite them both fulfilling the duty of painting a car.

The labor theory of value is not the whole story, but neither is the market view. It is a combination of both a valuable product and effort put into that product.

There's already a theory for that and it's the subjective theory of value. Things are valuable only because they are valuable to somebody, and so the amount of effort and resources it takes to produce something is decoupled from the price it will actually fetch. Hence it is always misguided to criticize the economy on the basis of perceived discrepancies between the effort given and the price received, and to attempt to align the two is completely backward.

It would mean that consumer would be forced to buy certain things they didn't value simply because people had furnished effort to produce them.

So seeing as the economy's role is to fulfill consumer wants, and seeing as how these wants are not intrinsically coupled to the amount of effort required to satisfy them, how does communism, whose goal it is to break the link between consumer want and price, actually optimize the economy's primary purpose of satisfying consumer wants?

This means establishing a strong state apparatus capable of keeping track of economic activity at all time and enforce its decision so that the economic plan is respected. If you don't have that then it means you leave either don't have an economic plan, don't keep track of what's happening in the economy or do keep track but don't have an enforcement mechanism to get people to act according to the plan, at which point it's no longer socialism.
