What it would had meant in reality was that the amount of hospitals and care centers would had gone down (it probably will still but at least they cannot hide behind smug benevolence now) and the responsibility for those health care centers and hospitals would had gone from counties to 18 districts.

Dunno, if we go by trend then it's going to be kok, kesk and sdp running the show again with the chance of pers being the largest opposition party.
If we go by gallups then green party and leftist alliance (no seriously, that's their party name) would get tons of votes.

This was not related to universal basic income system in any way. It was more about how cities should and could organize healthcare. Our governments idea was rather neoliberal and it clashed with our constitution numerous times because of that.
