The trouble here is china and japan frequently harvest fish well into international waters or worse covertly poach from other nations economic zones (because they've already scraped their areas clean). This gets compounded when we're only beginning to truly understand the length of the migrations big pelagic species undertake during their lives. Meaning that when yang and hibiki take the fins off 60000 sharks in one area, that may be the same 60000 sharks that regularly frequent indonesia or australia. Same for tuna. Same for marlin.
