The first thing you should do before anything is raise awareness, inform as many people as you can. There is nothing you can do if you don't have enough people who are aware of it. I could tell you to do X and Y and you would fail, because not enough people are aware of it. Only when people are aware of what is being done will they be able to even do anything about it.
