The chances of the protesters starting the fire are higher than the national guard, although it seems to be accidental and there is still a chance that tear gas nade spark could have started the fire. 2. The Colombian goverment, or someone with enough influence, has interests in the US meddling with the Venezuelan situation since they went as far as to edit the public release.
