The system is designed to prevent one man from drastically changing the country. What determines a successful presidency is if their policy is in line with the rest of the party in the House, Senate and even Supreme Court. If all of them are not on the same page, nothing is getting done. Trump was not on the same page for the first year +, as was evident by the massive amount of policy being blocked, and one last attempt at the wall solidified that. Now you see him falling more in line with regular republicans.
