FDR provoked and allowed Pearl Harbor. The US had broken the Japanese diplomatic code. After the US refused to sell oil to Japan they began their war planning. The US demand for Japanese to leave China and Indochina convinced Japan the US would go to war. After learning about the planned attack at Pearl Harbor the US moved all 3 aircraft carriers away for various reasons.

The Germans tried so hard to play by the rules they had their u boats surface and announce themselves to allow the crew time to disembark, but the British started adding camouflaged weapons to their convoys

They weren't American passenger ships, they were British auxiliary ships that flew the British flag. And the Lusitania was carrying over 4 million rounds of ammunition in addition to larger munitions. Note how the ship went down after TWO explosions but the Germans only fired ONE torpedo
