Look it´s really so basic. If you think about it just objectively and ignore muh feels and all of this.
An empire obviously ends up spanning several nations. Otherwise it´s not really an empire. Those in charge of the empire, must remain the bulk of it. Because they have ethnic loyalty to their culture values and their beliefs. They can then incorporate other nations. In two ways. They can treat them really nicely, so it´s in their interest to stay in the empire, they derive great benefit from being in it, they get a stake in the empire. So they work to maintain it and keep it good. So in that way an empire can be multiethnic, when each ethnicity is in whatever nation.
If you don´t have that, if you treat nations and people within your empire poorly, and you at same time start to erode the bulk of the ethnic group that is in charge of it. And you make people part of your empire, who really they don´t give a shit about your empire. Unless you force them to be in it, they don´t wish to uphold those values. Just start the clock for when it collapses, only matter of time then. And both things happened to rome.
If you want to maintain a structure, make sure it maintains its structural integrity in other words or it collapses. And likewise the roman empire therefore collapsed.

That´s not true. But people became roman citizens at one point, that had no fucking loyalty to it whatsoever. So then it´s obvious what happens then.

Germans get blame for everything. The romans didn´t exactly treat western europe or germans very well. So when 'germans' (not really the ones you call germans today) joined the legion that began a difference of oppinion ofcourse. But due to similar thing with other groups, it was just a matter of time, as the roman empire had been massively weakening for a long period, why the capital was moved to byzantium in the first place. Because the western part of the roman empire had collapsed, due to they had no interest in being part of the roman empire anymore. And had not been treated very nicely.

It´s obvious that civnat doesn´t work. A federation of slightly different ethnic groups who share similar values and concepts and these things can work fine. But totally different ethnic groups that don´t whatsoever share an idea of what values and notions the nation is to be about. Is just utter stupidity. If you want to have an empire or even a well functioning nation. All parts of it must see that as beneficial. Or they will not be loyal to it, and will thus try and sabotage it. A young child can understand that easily. But all this nonsense that is being peddled, try to force us into saying that this is not the case.
So multiethnic/multiculti (same thing) empires, or nations just hang in a fine thread. Without a massive bulk of people of similar ethnicity who upholds the values traditions, ethics, behavioural code and all these things. That the others might just throw away in an instant if given the opportunity.
Diversity aka difference, is NOT a strength, but a profound weakness, and saying otherwise is just an inversion of both history but also of reality itself. The different you are, the harder you have to cooperate and even getting along. Not the other way around obviously.
