For the second amendment to serve its purpose, the people should be armed well enough to contest their own state's military. RPG's included. As long as it's enough to keep the state in check, then it should be covered. Probably everything up to small-medium scale explosives in my humble opinion.

RPG's are completely legal to own....they are considered a "destructive device" and transferred like any NFA firearm. Each round, if containing an explosive charge, is also considered a DDand subject to explosive storage requirements, and a 200.00 transfer tax per round.

Its a common sense gun law because it makes space in the prisons and sets an even higher penalty for serious crimes. Plus almost everyone is armed.
