I think the main issue is the misunderstanding on the meaning of "want." In mine, and I presume the Brit's context, it means willingly choosing to refrain from sex. One does not "want" sex, meaning it is a voluntary choice. Therefore one is not an "involuntary celibate." I refuse, meaning I don't want it. Desire, however, could be exponed as crave. You crave sex, just like you crave sugar and alcohol. But just because you crave it does not mean you want it. A recovering drug addict does not want drugs, yet he craves them. I think you cross over from what you might call a virgin onto what you would call an incel after a certain age. The average age a person loses their virginity at is like 17 so if you are 25 and still a virgin it would put you in the incel category.
Also not everyone who is an incel has to be a virgin. It's possible that they had sex years ago but maybe they gained weight or something and women no longer find them attractive etc.
