Economy and GDP are bullshit measures of prosperity. For example I can spend time to babysit my own kid and you can spend time to babysit yours. Or I can babysit yours for money while you can babysit mine - this boosts GDP, but creates zero actual prosperity.

Russia is statistically one of the most corrupt countries in the world (up there with the likes of Nigeria). The financial world isn't going to invest money into the Russian economy if there is a 1 in 1000 chance their investment actually makes them money. Economies of scale are also at work here. Russia might have a ton of aluminum, but if it costs 100 dollars for every pound extracted, and in a country with similar reserves it costs 80$ per pound extracted then you're going to be hard pressed to find anyone willing to invest in Russia.
In short; the Russian government has made it economically unfeasible to utilize its vast amount of resources.

The legit answer would require much more time to explain than I'm willing to commit to a Jow Forums post but its modern conditions have much to do with the privatization of public assets at the end of communism.

Communist Russia did have a strong economy. Their focus wasn't very smartly distributed but their overall production levels were high and on par with what a nation with Russia's resources should have. When the soviet union fell they quickly privatized all public property. It wasn't like what you think of when you hear public property, it enveloped pretty much anything you'd consider to be business or property in the entire nation. The privatization was handled extremely poorly. Nepotism was rampant and they didn't even try to get a fair market price. Those with the necessary funds to "purchase" government assets like the energy production got them for what would in a year or twos time be 10 times more valuable.

The power moved from the communist party to oligarchs, a very small "elite" inner circle. This didn't do good for the people's trust towards the government and society as a whole. Turns out when the people don't trust their country they aren't very productive. The oligarchs themselves tend to live in Switzerland or UK despite having massive assets in Russia. If you're Russian and you have a good business idea you'd rather move somewhere else to do it rather than try implementing it in Russia because Russia doesn't have the protection of private property or rights on par with Western standards. Why take the risk of starting a business in a country where you can suddenly lose it all on bogus charges without a real trial when you can just get some American or European investors on board and know your property and personal freedom are safe?

The same thing happened very much in Europe in the 1500-1600s. Money and innovation flowed to places like Holland where private investments enjoyed protection against sudden whims of the government.
